- Heat oven to 350°F. Butter or spray a 9 x 13-inch baking dish; set aside.
- In a 12-inch with skillet melt butter over medium heat. Add onion; cook 2-3 minutes until softened. Stir in cream cheese and milk until mixture is well blended. Add hash browns, ¾ of shredded cheese, salt and bacon. Remove from heat and transfer to prepared dish, seasoning generously salt and freshly ground black pepper. Bake 40-45 minutes until golden brown and hashbrowns are tender. Top with remaining cheese and bake 10 minutes more.
- Remove from oven and top with chives. Serve sour cream on the side for guests to add to their serving.
